With reference to your letter 820/21 of the

2nd February, 1921 on the subject of the import of aircraft to China I have the honour to state that it now appears to be the opinion of His Majesty's Government that the supply to China of aircraft for commercial purposes cannot justifiably be opposed.

2. In view of this it is proposed to modify the present absolute prohibition of the export of aircraft from Hongkong to any non-British destination, and to allow export under permit signed by the Colonial Secretary 3. Such a permit would not be granted for export to any place in China without in each case a previous certificate from a British Consular Officer to the effect that he was satisfied that the proposed import was for a genuine commercial purpose. I shall be glad to learn whether you agree with this suggestion.

4. A copy of this letter is being sent to the Consul-General at Canton.
